. Here the
word Backward is used to indicate the Scheduled Castes, Scheduled Tribes and Other
Backward Classes. However, it does not mean that all these communities are backward
equally. Some are more backward and some are less backward. Thus, all of these
communities are backward. Therefore, we have called them backward. As far as the class
of Minorities is concerned, we include in it all those people from Scheduled Castes,
Scheduled Tribes, and Other Backward Classes who in historical times accepted conversion
and became Muslims, Christians, Sikhs, Jains and Buddhists.
Why do we organize only the Scheduled Castes, Scheduled Tribes, Other
Backward Classes and Minorities? Factual reasons exist behind this. This class is severely
plagued with problems. The social, economical, political, religious and educational problems
of this class have been expressed in an acute form. Now these problems are not the
subject of debate. The Government of India, the High Courts of different states and the
Supreme Court have also approved this fact.
The Government of India has established the SC/ST Commission, which is a
constitutional body. This is a proof that the Government of India accepts that this class
has specific problems. The Government of India appointed the Mandal Commission to
find out such castes, other than the Scheduled Castes and the Scheduled Tribes, which
have no representation in State i.e. Legislature/Executive/Judiciary, so as to secure for
them adequate representation in State (Legislature, Executive and Judiciary). The
Government of India validated the report of the Mandal Commission. The Supreme Court
too has validated this on 16
th
November 1992.
The Government of India and various state governments have constituted Special
Minority Commissions to secure and protect the rights/privileges of the Minorities and to
redress their problems.

From the systemic viewpoint, it can be seen that the Scheduled Castes, Scheduled
Tribes, Other Backward Classses and the Converted Minorities suffer in a most serious
way from the Brahminnical Social System of this country. Therefore, Jotirao Phule, Periyar
Ramasami, Dr. Ambedkar and other Mulnivasi leaders determined—‘
Vyavastha Parivartan’
i.e., Systemic Change or absolute eradication of the existing Brahminnical Social System
of Inequality—
the objective of their Movements. In short, the objective of the movements
of our forefathers was one and fixed. This one objective was ‘Change of System’. It is but
natural that only those who are victims of this Brahminnical Social System of Inequality
can actively participate in the movement of ‘Change of System’. There is no logic in
organizing the beneficiaries of the System in this movement of ‘Change of System’.
Therefore, only those people who are the victims of this Brahminnical Social System of
Inequality must be organized to change or uproot this system. Therefore, we organize
only the Scheduled Castes, Scheduled Tribes, Other Backward Classes and the Converted
Minorities.
On 21
st
May 2001, the Times of India published a news that the Brahmins,
Kshattriyas and Vaishyas are not Indians; they are foreigners (Aryan Eurasians). Michael
Bamshad who is the Head of Department of Bio-Technology at Utah University (Salt Lake
City, USA) conducted this research based on DNA (Deoxyribo Nucleic Acid). Michael
Bamshad conducted this research with the help of Bio-Technologists from Anthropological
Survey of India, Madras University and Andhra University, Vishakhapatnam. This research
is free from any bias as it was done in collaboration with Indians. It is a result of the Indo-
US collaborative research project on the genetic evidence on the origins of Indian caste
populations. This research absolutely establishes the fact that the people belonging to
the Brahmin Varna are foreigners. As this research is based on DNA, it is beyond dispute.
Brahmins could not oppose it so they had to approve of it. Some Brahmins like Jay Dixit
have even started to find their roots in foreign lands on the basis of this research.
This research proves that the DNA of Brahmins in India is 99.99% (genetically)
similar to people living near the Black Sea, a Eurasian region close to Russia. The
documented history of India needs to be rewritten on the basis of this scientific research.
Without rewriting Indian History on the basis of this scientific proof it cannot be accepted.
We have therefore decided to rewrite Indian history.
If history is re-written as per our decision, then it can be written that people from
Eurasia entered India only to invade India. Some persons hold this view that these people
(Eurasians) entered India to do agriculture and cattle rearing. However, this view has been
falsified by the scientific genetic research based on DNA. It was invasion and not migration.
On the basis of the analysis of Mitochondrial DNA it has also been found out that the
women in Brahmin homes are Mulnivasis (the genetic make up of females suggests a
proto-Asian origin. i.e., they are indigenous Indians). As these people (Eurasians) did not
bring their women folk with them it is proved that their only object was to invade India and
to subjugate Mulnivasis (indigenous people).
The Invading Eurasians entered India with the only objective of Invasion but
they could not defeat the Mulnivasis in a face-to-face war. Therefore, they used every
possible means (
Saam-Daam-Dand-Bhed
Policy) to defeat the Mulnivasis of India. They
violated our trusts. They hatched conspiracies against us. They betrayed us. They used
lies and bribes. They divided us to conquer us. Using all such devious and immoral
means, they finally managed to defeat the indigenous people of India. Numerous
documented Proofs of their Betrayal are available in the Brahminnical literature and their
religious texts.
How to keep the defeated Mulnivasis in a state of perpetual slavery was a problem
that confronted the Eurasian invaders. They created the Varna Vyavastha to solve this
problem of enforcing perpetual slavery on the mulnivasis. Some mulnivasis of an aggressive

nature were granted the status of Kshattriyas in the Varna Vyavastha but were kept below
Brahmins in the Hierarchy of Varna Vyavastha. People showing traits of trading class
mentality were given the status of Vaishya Varna. The vast majority of the masses were
made Shudras and to
enslave them the System of Varna Vyavastha was created.
The people of ancient republics opposed the Varna System, which was a system
devised to enforce slavery. This resulted in conflict. Later Vardhaman Mahaveer of the
Lichhvi
Gana
(republic) and Gautam Buddha of the Shakya
Gana
(republic) lead the
movement against Varna Vyavastha.
Buddha played the most important role in this struggle. Buddha challenged the very
ideological basis of the Varna System. The ideology developed by Buddha to challenge
the Varna System is called the Ideology of Buddha. It is available in Pali language in the
Tripitaks.
Buddha’s movement against Varna System and Brahman Dharma brought a
revolution in ancient India. This revolution gave rise to the following great results:
1) Eurasian Brahmins used the term ‘Shudra’ in their conspiracy to force slavery on
the Mulnivasis. All rights were denied to the Shudra Varna. Those who have no
rights are slaves. In this way, it was a conspiracy to enforce slavery on the
Mulnivasis. However, from these very enslaved people Kings were born. These
people established the great Mauryan Empire. Great Emperors like Chandragupta
and Ashoka belonged to the Mauryan Empire. It is said that Mauryas were people
of the Naga race.
2) All women were declared as Shudras in the Varna Vyavastha. They were declared
as slaves. Buddha’s revolution liberated these women. It was accepted that without
the liberation of women the entire society cannot be liberated.
3) Buddha never said a thing without logic and argument. This resulted in the
development of science and knowledge. After the use of logic and argument,
knowledge was tested and experimented upon in laboratories. Great universities
like Nalanda, Takshasheela, Vikramsheela etc were the outcome of all these
developments.
Eurasian Brahmins refused to accept this counter-revolution. They hatched a
counter-revolution to reestablish their supremacy. Infiltration by Eurasian Brahmins into
the Bhikkhu Sangh was the pre-preparation of this counter revolution.
Through infiltration, they divided the bhikkhu sangha from within. They spread
delusions in the people by distorting the ideology of Buddha.
As Buddhism had state/royal patronage in the Mauryan Empire, they infiltrated
the Mauryan State administration and sabotaged it from within. Pushyamitra Shrung
effected the Counter revolution by taking advantage of this situation. To perpetrate this
counter-revolution he murdered Emperor Brihadutt, the last Emperor of Mauryan Empire.
The Counter-revolution produced two important results. They were:
1) State support to Buddhism was ended.
2) Brahman Dharma received State support. An Ashwamedha Yadnya was done and
Bhikkus were mass-slaughtered. Buddhism was the religion of the Mulnivasi
people. It was not possible to annihilate the religion of the people without mass
slaughter of the Pracharaks/ Propagators/ Bhikkus of the Buddhist religion.
Therefore, the Bhikkus were mass-slaughtered. New texts were created to revive
and support the Brahman religion. Chief among these new texts were Manusmriti,
Mahabharata, Geeta, Ramayana, Puranas etc.
From the viewpoint of Mulnivasis the Counter Revolution produced many terrible
consequences.
They were:
1) Creation of Caste System
2) Creation of Graded inequality
3) Creation of Untouchability
Plot of Counter-Revolution
4
4
4) Segregation of Tribals/Adivasis
5) Slavery of Women
6) Compromise of OBC with the Brahman religion
After the counter-revolution the Mulnivasis were fragmented into many groups.
In the present view we can see that-
1) Those mulnivasis who accepted to abide by the Brahmin religion were granted
Shudra Status by the Brahmins. Through the Puranas it was declared that all
people below the Brahmin Varna are Shudras.
2) Those Mulnivasis who refused to abide by the Brahmin religion were declared as
Untouchables.
3) Those Mulnivasis who did not compromise but stayed in jungles were called
Tribals/Adivasis
4) Those mulnivasis who were compelled to do crime for their living were declared
as Criminal Tribes
Thus in the present view we can see that the Buddhist people, who are in fact
Mulnivasis (indigenous people of India) are divided into four groups.
Earlier they were Buddhists or Mulnivasis. They became Muslims later, when the
Muslim kings entered India. They became Christians when the English came to India.
Thus in the later period after the counter-revolution, religious conversions of the Mulnivasis
(SC, ST, OBC, Criminal Tribes) took place and they became Muslims, Christians, Sikhs,
Buddhist, Jains.
In this way, the Muslims, Christians, Sikhs, Buddhists, Jains are the Mulnivasis i.e. the
indigenous people of India.
“Why we are organizing only the educated class?” is a question that needs deep
thinking and cogitation in a definite way. Many reasons can be cited here. However, we
will discuss a few of these important reasons here.
The educated class is nothing but the intellectual class. The educated class possesses
three characteristics:
1) The educated class acquires a new vision of life. With this newly acquired vision,
the educated class analyzes and understands its present life and status. If he feels that his
life is inferior, he thinks of changing it. He dreams of such a system in which his life will not
be inferior. Therefore, the intellectual class dreams of a new society and a new system.
2) How was such a system, which enforces inferiority created? What were the
principal reasons behind its creation? Whose interests are secured by such a system?
Why does it function only to secure the interests of a few? To analyze all these questions
a new viewpoint is needed. This viewpoint is nothing but analytical science or it can be
called as ‘Critical Study’. Only the intellectual class can produce such kind of analytical
study.
3) Only the intellectual class can create an organization to change the old, decaying
and rotten system of inequality and to establish in its place the just system of his dream.
The intellectual class knows that means and resources are needed to achieve the objective.
In this way, the intellectual class realizes the significance and importance of means and
resources. The intellectual class possesses the above-mentioned three characteristics. It
is only for these reasons that Rashtrapita Jotirao Phule and Babasaheb Dr.B.R.Ambedkar
gave priority for creation of an intellectual class in the Scheduled Castes, Scheduled
Tribes and the Other Backward Classes. We can see that from the movements, run by
Rashtrapita Jotirao Phule from 1848 to 1890 and Babasaheb Dr.B.R.Ambedkar, the present
intellectual class has been created. These special characteristics of the intellectual class
are the reasons behind organizing them.
Why did Rashtrapita Jotirao Phule and Babasaheb Dr.B.R.Ambedkar give priority
to the creation of an intellectual class? They knew that the creation of an intellectual class

Objective behind creation of intellectual class

5
was needed to uproot/change the Brahminnical (Manuwadi) System. Only the intellectual
class can run the movement of ‘Change of System’ or ‘Vyavastha Parivartan’. Therefore,
the creation of an intellectual class was the first priority of our leaders. The intellectual
class is an important ‘resource’ for running the movement of systemic change. Rashtrapita
Jotirao Phule and Babasaheb Dr.B.R.Ambedkar knew that the creation of an intellectual
class was a necessity. To fulfill the pre-determined objective of systemic change or
‘Vyavastha Parivartan’, Rashtrapita Jotirao Phule and Babasaheb Dr.B.R.Ambedkar gave
first priority to the work of creating an intellectual class in the Scheduled Castes, Scheduled
Tribes and the Other Backward Classes.
Is the intellectual class from the Scheduled Castes, Scheduled Tribes and the
Other Backward Classes working in accordance with the wishes of its creators? After
thorough analyses, it can be found out that this class is not seen as active participant in
this mission. Not only this, but he looks at his own community with indifference and
contempt and stays away from it. Babasaheb Dr.B.R.Ambedkar too experienced this in the
later part of his life. On 18
th
March 1956 at the Ram Leela Ground in Agra, Babasaheb with
his mind filled with grief uttered these sad words, “These educated people have betrayed
me. I was thinking that this educated class would serve their society. But I can see that a
crowd of clerks, busy only in filling their bellies, has gathered around me”.
Babasaheb’s heartfelt feeling expressed above is a proof that the educated class
is distancing itself from the affection of its community and moving far away from the
community itself. This is the reason behind the increase in magnitude of injustice, atrocity
and discrimination perpetrated on the people living in villages. Rashtrapita Jotirao Phule
and Babasaheb Dr.B.R.Ambedkar had created the intellectual class for a definite task but
the intellectual class is not seen doing this task. The intellectual class was expected to
provide leadership to the movement but instead this class has become the slave of the
government and remains as such. The intellectual class has discarded the reins of the
movement in the hands of immature people. Consequently, we can see that the movement
of Rashtrapita Jotirao Phule and Babasaheb Dr.B.R.Ambedkar is not moving ahead.
The intellectual class must do the work that was expected from them by their
creators. A System of Inequality runs in this country. Unless and until this system of
inequality is uprooted, all kinds of discrimination will continue to be practiced on the
Scheduled Castes, Scheduled Tribes, Other Backward Classes and converted Minorities.
The system of inequality will continually crush them. Therefore, the intellectual class must
organize to change the system of inequality, they must work to organize and create an
effective and a powerful movement. The intellectual class must come to the forefront to do
this work. Keeping in mind the expectations of our forefathers and the special characteristics
of the intellectual class BAMCEF is striving to organize the intellectual class to achieve
the aforementioned task.
We have achieved some success in this endeavour. However, it is not enough to
achieve the ultimate objective. Therefore, there is a need to accelerate the pace of these
efforts. To achieve the objective of ‘Change of System’ and to implement these efforts
more efficiently, BAMCEF has set some important goals before it.
They are:
1) To create in the intellectual class a feeling of paying back to the society to fulfill
its ‘Social Obligation’. To instill in the intellectual class a feeling that it owes a
‘Social Debt’ to the community thereby making it payback to the society for
getting liberated from this debt
Is the Intellectual Class doing this work?
What must the intellectual class do?
Our Objective—Change of System
6
2) To plant and strengthen the non-political roots of the Mulnivasi Bahujan Samaj
(Scheduled Castes, Scheduled Tribes, Other Backward Classes and Converted
Minorities)
3) To create ‘objective-oriented’ and ‘objective-motivated’ type of awakening
4) To propagate the thoughts of Rashtrapita Jotirao Phule, Babasaheb
Dr.B.R.Ambedkar and Periyar Ramasami
5) To awaken the more or less oppressed 6000 castes, unite them and develop
brotherhood amongst them
6) To create intellect, wealth and talent for building a self-reliant movement of the
Mulnivasi Bahujan Samaj
7) To create and sustain leadership in the leaderless society
8) To direct the directionless society
9) To create and sustain full-time workers/Pracharaks
It must be understood that the success of the movement of systemic change depends on
the fulfillment of the goals written above.
BAMCEF is an organization of governmental and non-governmental educated
employees. Therefore, BAMCEF activists cannot participate actively in any Political
party. If they do so, it violates the civil service conduct rules. Therefore, BAMCEF has
been kept non-political and non-agitational. Keeping in mind the objective of building an
organization of 6000 castes and strategic viewpoint, BAMCEF has been kept non-religious.
Rashtrapita Jotirao Phule and Babasaheb Dr.B.R.Ambedkar had determined the
objective of their movement as ‘change or complete eradication of the system of inequality’.
This objective remains unachieved. Throughout their life, they fought to achieve this
objective. They were successful to some extent in their struggle. However, the movement
of ‘change of system’ has not achieved its logical end i.e., the objective. Therefore,
BAMCEF dedicates itself to achieve the unfinished objective of our forefathers. ‘Change
of System’ is that ultimate objective. In short, it means structural change in the social
system. Therefore, BAMCEF does not indulge in charitable or welfare activities. Such
activities cannot be taken as an end. Such activities can be used as means at the appropriate
time in accordance with the needs of the movement. The question whether such activities
help to achieve the objective of the movement or not must be considered before indulging
in such activities.
Since thousands of years, efforts to uproot the system of inequality have been
going on. We are yet to achieve complete success in this. In this struggle, thousands of
great people sacrificed their lives and became martyrs but the objective has not been fully
achieved. ‘Change of System’ is a great task but an arduous task. Therefore, it is a
‘Mission’ and the activist working for the fulfillment of this mission can be called as a
‘Missionary’. For the fulfillment of this mission, thousands and lakhs of people will be
required. Only then the objective can be achieved. The first and foremost duty of all those
people who have been benefited from the movement of Rashtrapita Jotirao Phule,
Babasaheb Dr.B.R.Ambedkar and Periyar Ramasami is to come forward on their own
through self-motivation and self-inspiration to accomplish this task.
With this hope that our wish and expectation will not go waste, we end this
appeal.
